This article presents the causes of the rivalry and collaboration between Russian diplomats in Japan and their colleagues from Western states. The comparison of the work of Russian consuls and ministers with the work of diplomats from Europe and the United States of America gives us an opportunity to understand the true goals of Russian Empire’s policy in the Far East. Interpersonal relations between diplomats from different countries in Japan are also discussed.
